The Concordat agreed between the SNP led Scottish Government and COSLA, marks a change in the relationship between Central and Local Government. However, it is sometimes difficult for people to imagine how this change translates to the level of ‘what we do and how we do it’.

We devised a short play called “The Old and the New” to describe simply, through statements and metaphor, the change required.  This was then performed at a conference at which civil servants were using lots of creative methods to envision the new political landscape.
